A defect like yours sometimes happens due to prominent buttocks. If there is insufficient seat seam allowance, or if the width and angle of the back panel are off, it will result in exactly what you have. Especially since you want tight-fitting pants. If you have any fabric scraps left, you need to extend the back panels along the inseam by at least 25-30 mm at a height of about 15 cm. Make the cut smooth. Something like in the photo.
It seems to me that you need to deepen the seat line on the back pieces and widen it by inserting a small gusset. Then the folds under the buttocks will disappear. However, the fabric is also pulling above the knee. You need to unpick and let out the fabric in the knee area (or better yet, along the entire length) on the front pieces. If there is anything to let out, of course...
